MENASHA, Wis. (WBAY) — Calumet, Outagamie, and Winnebago counties have formed a joint Long-Term Recovery Committee to coordinate recovery efforts for residents recovering from recent floods and tornadoes.

The committee brings together dozens of local nonprofits, faith-based groups, public health and emergency management agencies, and businesses across the three counties to provide sustained assistance to affected households.

Local disaster officials also announced the launch of an “Unmet Needs Form” designed to help recovery teams identify what assistance residents still require—such as housing, food, transportation, and other essentials—and match them with available community resources.

“Recovery doesn’t end when the immediate emergency is over. For many individuals and families, the challenges continue for months or even years,” said Christina Muller, director of the Long-Term Recovery Committee. “By bringing together organizations and resources across our three counties, we can better coordinate assistance, identify unmet needs, and help our neighbors move forward.”

The coalition operates under National Voluntary Organizations Active in Disaster (VOAD) guidelines, using specialized subcommittees to handle case management, volunteer coordination, emotional and spiritual care, and donated goods. Officials noted that submitting an unmet needs form does not guarantee financial aid or services, but serves as a tool to direct available aid where it is needed most.
