MADISON, Wis. (WBAY) — Research by the nonpartisan Wisconsin Policy Forum shows the state ranks second worst in the country for brain drain.

The Wisconsin Policy Forum calculates brain drain as the number of Wisconsin-born people, aged 31-40, with a college degree, leaving the state versus those same people coming to Wisconsin from other states.

The gap is nearly negative 15%. Only North Dakota ranks worse.
