Appleton - The ruling to halt same sex marriage in Wisconsin is a major setback for same sex couples.

In Outagamie County many were planning to marry on Monday morning.

After celebrating last Friday same sex couples are expressing a different tone one week later, especially in Outagamie County where many applied for marriage licenses.

However a five day waiting period kept all but one ceremony from taking place.

"The fact that we have over 27 couples that now won't be able to get married on Monday morning, starting Monday morning like when they were told to come and pick up their licenses is very disappointing. It's heart breaking," said Kathy Flores of the Fox Valley LGBTQ Anti-Violence Project.

While some counties allowed for waivers, Outagamie County made only one exception.

For Sam Tassoul and Sarah Rabideau it means having to cancel their wedding.  It was scheduled to take place Monday morning at the Fox Valley Unitarian Universalist Fellowship in Appleton.  

Tassoul said,"It was almost like they dangled the carrot and just pulled it away. So it's not outrage it's sadness. It's sad. It's sad that where it's 2014 and we are still fighting for basic human rights. That's sad to me." 

Rabideau added, "We've been together for nearly 11 years. We've waited a really long time. It's not like we needed a five day waiting period. We've had more than three thousand days waiting period already."

What happens next is uncertain.

Flores said, "This isn't now just about legal wrangling that we've been talking about, these are real couples real children, it's devastating." 

On Monday morning at 7 AM a number of same sex couples and their supporters plan to be at the Outagamie County Clerk's office for a rally, demanding that their marriage application fees be refunded.  

That fee is $100 per couple.
