MADISON, Wis. (AP) - Critics are blasting the appointment of Ken Black as secretary of the Wisconsin Department of Veterans Affairs, saying he was involved in many of the agency's recent missteps.
The Veterans Affairs Board on Tuesday fired Secretary John Scocos and replaced him with Black, who joined the agency as a division administrator in 2005.
Board members blamed Scocos for the agency's financial and communications problems, but many of them happened while Scocos was in Iraq and Black was acting secretary.
Former Department Secretary Ray Boland says Black's appointment doesn't make sense given his track record.
Board Member Jackie Guthrie defended the pick, saying Black is a good leader and manager.
